My UPSEE BC rank is 5753. can I get ABES in FW seat?

I have seen fee waiver seats being allotted at 7000-8000 rank (General). General rank is considered when applying for fee waiver. So if you have a general rank around 7000-8000 you will most probably get a FW seat.

If I am applying under the fee waiver scheme, and if there is no seat allocated to me in under FW. So from AIR and OBC-NCL which rank will be considered for general seats, if I am an OBC candidate?
