My WBJEE rank is 1700 general and scored 94% in boards. Can I get Jadavpur University for chemical engineering?

Sorry, but you can't get any branch in Jadavpur University if you don't belong to West Bengal. If you belong to West Bengal then also you can't get chemical but yes, you can get any other branch.

No, according to last year cutoff, you can't get. But, you can get food technology and bio chemical engineering , printing engineering , B.Pharm and architecture, if you have given NATA exam .
