Need Visa advise for studying abroad.

I've completed my 12th in 2004 and completed the engg in 2008, but had arrears and haven't completed the degree and have dropped it. Am having second thoughts now and planning to pursue bachelors in accounting/finance abroad. Heard that Visa app will be rejected due to dropped engg degree. Is it so?
