Not able to understand why in NIT Srinagar the cut off rank for pwd home state student is lower than pwd other state student in CSE branch.

Cut off ranks are based on the dynamics of seats available versus the candidates who are eligible. Pwd candidate are less in numbers and hence one could SEE wide variation from year to year. Don't give much thoughts. Best wishes to you.
