Now, I'm doing class 12th this year from NIOS and want to take admission in IP University. Am I eligible for the same?

I failed in class 12th this year.

    Every institute has different eligibility criteria for the admissions. I advice you to please go through the official website for eligibility criteria.

    Yes, you can get admission but you have to attempt IPU CET entrance exam after that according to your CET rank you will get college. It means it depends on your rank.
