NZ has long term shortage skill for It people, which is better apply PR from india or study in NZ for one year and after that apply for PR.

I have experience of 3.5+ years in IT and I am eligibleyo apply for NZ PR, but I am thinking do study there for one years understand the envionment there and then apply for PR there, which one is better.
