One college for B.Ed Course is affiliated to Tamilnadu Teachers Education University. B.Ed thru this this university is valid in SouthIndia?

I live in Chennai. One College of Education is affiliated to Tamilnadu Teachers Education University. whether the B.Ed acquired thru this university affiliated College is valid in other states than Tamilnadu? as well should we really know reading and writing of Tamil for completion of B.ed.
