one of my friend had done diploma in medical lab tech. in 2006,now she is applying in a govt. job.want to know d procedure of registration.

she is asking me for the office where she can registered her course.what does it mean? or if registration is required to get a state govt. job on contractual basis then mention offices (in delhi).
