Passed M.com in 1995 with 55 % (1%grace),(catg:open), Is class improvement available? What is remedy to qualify Net/Set ?

Can I appear M.com Part II only to improve the class or will need to take admission afresh to M.com? Is Ignou best option if need to take fresh admission for P.G. My target is Net / Set.
