Please let me know whether admission into MBA 2013 full time is still open and whether GD/ PI will be in Delhi/ Noida.

Yes, admission to full time MBA 2013 is still open in KIIT. Can't surely tell you about whether GD/PI will be held in Delhi/Noida or not.
For more information regarding KIIT courses(B.TECH/MBBS/MBA) or admission under nri/management quota in KIIT or any other top colleges of orissa such as ITER,SI
