Hmmm in that situation i guess you are actually neither satisfied with your profile nor with you environment. As far as i have come to know you, you will do good at HRMS. So i suggest you to go for a job change.

well i would suggest you to go for the HR, it's just because it's your passion as well as your preference, whereas in the IT sectors you never know when recession flood will come and hit you to the bank. next is your own thought

One of the best approaches while deciding on your subjects/stream is to opt for or look at doing something that you are good at and would enjoy keeping in mind your personality, aptitude, ability, strengths and career goals.

Both HR and Oracle offers excellent career opportunities. If you go with HR, you'll be required to start from scratch however for brighter prospects, take up SAP course in either Human Resource Management module or Personnel Management or Human Capital Management.
These training tutorials help human resources (HR) administrators with a single platform for monitoring, managing and analyzing an organization's HR processes.
As for Oracle, your work experience would be counted and can help you get good designation and package too.
