Hi,
There is no such college across India. Look for a graduation college for B.COM and also for a coaching institute that offers coaching for IAS nearby. For Civil Services, you need to complete your graduation first.

I am afraid there is no such college which provides B.Com education simultaneous to preparing for UPSC exam. Take one thing at a time. Do your graduation and then join a coaching institute for uPSC exam.
