Hi,
harbir PTU B.tech is Approved by DEC: PTU distance education program is approved by DEC ( Distance Education Council), IGNOU u cn go for it

On the IT front, PTU-DEP is offering BCA and BSc IT only. If you want to do BTech through distance education, you may try for IGNOU.
