Yes of-course engineering entrance exam is conducted by Bihar govt. The Exam body is BCECE. There are more than 7 Govt institution and more than 10 Private colleges. Visit http://bceceboard.com/BCECEexIndex.php

Amitesh is correct. Beside this you can also appear in AIEEE exams. The score is valid almost everywhere.
