Quality of DCE

I want to ask whether DCE has improved after becoming DTU or has it deteriorated??I read an article at http://collegeforum.in/articles/dce-dtu but I am still confused.

Delhi College of engineering or DTU is One of the best engineering college of India and have great Faculty and have a Great placement With an Average Package of 4.75 - 5.0 lakhs Per Annum. So Don't Question on Quality of DCE.
