Hello Archit,
If you are seeking a career in web designing and development then Java is not pre requisite. But if you want to develop complex applications then most the web development is done using Java Server Pages (JSP). So only for JSP language, java is required.
I can suggest you that the best language for web development is PHP, It is open source, easy to learn and many companies are development projects in PHP.
For web designing course you have to be creative and generate unique ideas for website design. You have to master HTML5/CSS3, JavaScript and Jquery for better User Interface designing.
