Yes, UNIMI does consider IELTS as a valid proof of English language proficiency, alongside some other scores such as TOEFL, PTE & CAE.

The institute requires its students to have a minimum English language proficiency of B2.

The minimum marks required for admission to BCA programs are 50 percent in 12th in most of the colleges therefore, yes you can get an admission with this score. You may try applying to more private colleges  because this mark may not be  enough to get in to a government college, but it doesn't mean that you don't have to apply for government colleges.
