Yes, you can apply for government job exams, because there is no area restriction. Any Indian can apply for competitive Exams.
There are many jobs available for graduates in IBPS PO, SSC CGL and railways.

Yes, you can get a government job, but you have to appear in competitive exams like: UPSC, SSC, IBPS PO, etc.
There are many government jobs available in different sectors. In most of the competitive exams, the eligibility required is Bachelor degree. So, you can apply easily.

Yes, sure. PGDM expands to Post Graduate Diploma in Management. The main reason why postgraduate courses are named as PGDM is because when an Institute is an autonomous body (meaning it is not affiliated to any University) and conducts management courses then such Institutes cannot offer MBA degree. Even IIMs, XLRI's doesn't offer MBA degrees they only give PGP Diploma or PGDM since they are autonomous and independent bodies. On similar lines AICTE (All India Council for Technical Education) is allowing approved colleges to run a PGDM course. The admission process is almost same abroad. While your CGPA in academics could be 75-80%, the other requirements are letter of recommendations, your participation in projects and co-curricular activities.
For Germany:
1. RWTH Aachen.
2. University of Bayreuth.
3. Technical University of Munich.
4. Technical University of Berlin.
For USA:
1. Michigan State University.
2. Indiana University.
3. Cornell University.
4. Kettering University.
5. Virginia Polytechnic.
You will need SAT and TOEFL for it.
While UK does not offer post work visa:
