when a student completed diploma, almost 10+3=13 years of education is completed. Hence one can seek admission in undergraduate courses in USA. However let me point out that admissions in USA are nit dependent exclusively on academic performance but depends on different aspects. Hence I would strongly advise you to approach an agency that is dealing with sending students to USA for undergraduate studies.
