Though Indian navy or for that matter any college or company has set the minimum eligibility criteria o be 60 percent in both your class 10th and 12th. So I guess you are not eligible.

Failing in four subjects in B.Com 1st year is a serious setback, and it can have an impact on your academic progress. However, whether you can save your entire year or not depends on the rules and regulations of your university.
