Hi Swaraj,
In addition to the fees one can have anything and everything he/she wants to but there's nothing compulsory. If you want to buy a DSLR you can. It will help anyway but you also have the option to not to buy. Having a pc with certain software will be great as you may practice and work with them. But you don't wanna have them it totally depends on you.
In addition to the fees, you will need some amount of money as you have to contribute to making various films throughout the course period. How much will you pay as a contribution and how cheap can you make the films; totally depends on you.

You can also complete your education after failed in 10th class. You can complete your education with the help of open school. NIOS provide direct admission for failed students in class 10th and 12th. NIOS motto is to help those students who are failed from regular schools and who are school dropouts due to their personal reasons. You can go to their website and check their the latest update and also you can go to your the nearest cyber cafe and fill your admission form.

It is almost impossible to get a seat with that ranking in Presidency University. Instead try getting through CET-Management quota with a slight difference in the fees and, I would also recommend you to apply for the interested course right away because the seats in that particular quota are limited.
