The main difference is SAT is taken to study Bachelor degree while GRE is for MS degrees in USA. So, actually, you cannot compare them since both are taken in different contexts.

Start with programming principles and practice using C+ because this book is perfect for beginners. This book teaches you programming logic, problem-solving, and basic C+.
The second book to read is C+ Primer; this book teaches you both the basics and modern C+. It has lots of practical examples with explanations.
