Hello Rush,
There are plenty of colleges, in fact almost all the colleges offering this branch for regular course also offer lateral admission in this course. However, a word of caution. Lateral admissions are invariably restricted to the students of the home state only for government colleges or government aided colleges. Unaided colleges of course take students from all over India basis and also, deemed universities also take students from all India basis. So no need to worry. Hello,
Yes, you are eligible for PGDM admission but, unfortunately, not in a good college since the cut-off of such colleges is usually 75-80+ percentile.

Well, you will be able to get admission in most of the colleges but M.Sc after BE will not prove beneficial to you in the longer term. Hence, I would not recommend you to do the same.
