Anna university is ranked somewhere at 293rd position as per QS world ranking has entered in 2015 so yes it is one of the 14 institutions that are recognised world over. The best one though would be pgdm, PGPX from IIMs.

With 58% it would be difficult to go for a B.Tech degree in Canada or anywhere as they require 75% above. You may try to go for Diploma first and then once you complete it, you may apply for PR and then pursue your degree. The Diploma is well respected in Canada and you can work too.
