If we see the past years cut-off ranks for CSE then IIT-B is the best and IIT-D and IIT-K will come later on. The cut-off ranks indicate the whole statistical data like students trends, Infrastructure, Placements and most important is rankings. Your first target should meet the prime eligibility criteria for admission in IIT's, i.e to score minimum 75% aggregate marks in 12th standard. I am strongly recommending that you have to join any reputed coaching institute for building confidence and time management. Good luck.

No, there is not any separate cutoff for CW quota, all you have to do is go to the college you wish to get into, fulfill their basic requirements of documents and minimum % level and if the seat is available, you will get it. Following is the procedure you can follow to get admission in any college for Delhi University.
Remember nothing is referenced with respect to important records for CW class, yet one ought to have instruction concession endorsement in a similar configuration as given in DU data Bulletin and the letterhead ought to have the total location and contact subtleties from which they can confirm your accreditation.
