No, a student who has only completed the 12th grade is not eligible to apply for the SSC Combined Graduate Level (CGL) examination. The SSC CGL requires candidates to hold at least a bachelor's degree from a recognised university.

However, there are other SSC examinations that 12th-pass students can consider:

SSC Combined Higher Secondary Level (CHSL): This exam recruits for positions such as Lower Division Clerk (LDC), Junior Secretariat Assistant (JSA), Postal Assistant (PA), Sorting Assistant (SA), and Data Entry Operator (DEO).

SSC General Duty (GD) Constable: This exam is for recruitment as constables in various central police organizations.

SSC Stenographer (Grade C & D): This exam selects candidates for stenographer positions in various government departments.
