PhD as the name suggests, involves a lot of practical training and research work.
This cannot be learnt through distance education.
I would suggest you to pursue a regular Pd.D if you want to learn and develop your understanding of your field, you want to improve your research skills.

The Basic eligibility criteria to join Merchant Navy is:
Aspirant must have passed 12th class with physics, chemistry and maths as their main subject.
They must have completed their graduation in the field of Marine Engineering or Nautical Science to join the engineering or navigation fields in the merchant navy.
Candidates completing their graduation in Technical, Mechanical or electrical engineering field are applicable to join the Merchant Navy as Fifth Engineer or Engine Cadet.
