Hi,
National Institute of Open Schooling, which is recognized by the Central Government is equivalent to any other board of education.
Also individuals from NIOS are definitely eligible to go for a career of their interest.
You'll be required to produce the copy of the Certificate of the Secondary Examination passed from a recognized Board of Secondary Education duly attested by a Gazetted Officer.
You can choose subjects from the Scheme of Studies given. However, it is required to successfully complete a minimum of five subjects, which is compulsory for Certification.

Dear Kirti,
Short Duration courses will not support your diploma as much as Degree.
As you have failed to clear BE II year, that doesn't mean end of career. There are many options available for Diploma Student now days.
I would like to suggest you to go for BCA or BSc-IT/CS. Having Diploma in Engineering will enable you for Direct II year admission in those programs. So within 2 years you will be graduate and graduate means able to apply for any govt jobs which require graduation.
