The cutoff is around 50% . The university while preparing cutoff considers factors like difficulty of exam, no of students appearing in examination and few others. So cutoff may vary .

Yes, you can get a seat in medical college in state quota. But with this score, the chances are more of getting a private college. Though you can try in government college also as you have the special reservation. I cannot tell the exact college you can get as the cutoff varies every year. Thank you.

There is a chance to get ECE in NIT Jalandhar with home state quota (female). Last year closing Rank was 26365. At 93.5 percentile your obc rank will be vary from 25000 to 30000. The teaching quality at women's college of engineering in Pune is amazing, with proper curriculum setup for the students. All the staff are well educated and helpful all the time. BVP is also good, though it's not as advanced as VIT in tech-knowledge. But it will mentally prepare you for the hurdles that will come in your life. It has descent packages as well.
