There is no institute who offer a diploma programme for 1 year in Btech Electronics. You have to enroll for the 3 year course if you want to do the diploma in Btech other wise you can join the degree course for 4 years.
There are colleges who offer lateral entry in the diploma programmes in the 2nd Year but you have to be from Engineering background.

As you have studied at the same college in Mumbai University you can ask the admin department at the college to take a migration to Pune branch.
You can get all the information from your Administration department as they will be having some policies for migration process.

ITI's are training institutes which provide training in technical field. The objective of providing ITI training is to provide manpower to the Industries. Hence, it is a practical knowledge been given. There is no institute who provides a correspondence or distance ITI course.
