You can apply after taking GRE exam. But, the chances are less and will depend on your overall profile and university admission requirements.

Generally the cutoff stays somewhere between 98.4-98.6 percentile.

It would be very difficult for you to get a visa approval from VO because under SPP category 8 backs are allowed in your entire program.
