IAS - Indian Administrative Service, to become an IAS officer one has to apply, appear and crack Civil Service Exam conducted by UPSC once every year
Eligibility of IAS, Civil Service Exam:-
-The candidate must be an Indian National
-Should have either appeared for the final Graduation Degree
exam or pass in any stream of education from a recognised University within the age of 16.5 to 19 years with upper age relaxation for reserved candidate.
As you are a 12th passed student, you have to wait till you complete Graduation Degree to apply for Civil Service Exam but you can start preparation for IAS along with the under Graduate studies

Both are different and value of bot are different , regular degree always have more value than distance degree as job prospectus , distance degree is mainly design only for working professionals at starting but now a days many persons go to distance education due to non attending classes.
IGNOU no doubt offer distance degree but you can not compare it with regular degree like if you want to go in teaching field then there is always ask for regular degree . i only suggest executive program in many fields for working professionals . but in case there si any financial problem and not able to attend classes then they can go for distance education but if there is no such type of problem then i not suggest to go for distance education
