Well if you are doing BCA correspondence from Ignou than gniit would be a great option you as BCA is a practical coures so by joinng Gniit it well give you ragular practice of your course and would help you in getting an extra edge at the time of placement.

I would suggest that rather doing a generic course in clinical data management, you should give a thought to doing a specialized course that teaches you the tools that are used to manage the clinical data. You can choose to learn Oracle Clinical, Oracle AERS, Oracle TMS or Data Labs EDC.

Comparing universities like this is not good. Any universities in this offers PhD in your area of study then you can select that university. Ranking will not give clear picture.
normally PhD program are stipend and this comes from an Industry who had sponsored this. You will agree that no industry will sponsor PhD unless the university has good faculty and infrastructure to do research.
