If you are planning for a degree you must pursue the same from India before applying for studies in Germany. You are not eligible to pursue a degree from Germany with the current qualification anyways. Complete the first year of a degree course and apply for a bachelor's degree in Germany.

Yes, NEET (National Eligibility cum Entrance Test) is mandatory for admission to undergraduate Ayurveda (BAMS) and Homeopathy (BHMS) courses in India. This applies to both government and private colleges.
The admissions process for BAMS/BHMS courses is conducted by the Ayush Admissions Central Counselling Committee (AACCC) [AACCC (Ayush Admissions Central Counseling Committee) | India]. They conduct counselling for 15% All India Quota seats and 100% seats in deemed universities. The remaining 85% state quota seats are filled by the respective state counselling authorities.
