Nope, painting is not counted as an elective subject in Delhi University. Only the major subjects like English, Science (if you are applying in Science stream) etc. are counted. Furthermore painting is sort of a selective subject so it holds no count.

There are many options like you can go for the degree course in the field of IT technology or else you can apply for lateral entry into B.Tech course for IT branch. About studying abroad, yes there are options, but for that you have to complete your graduation first and give exams like GRE, IELTS, TOEFL, etc. To be eligible to study there. All the best.

There is a department under the Government of India for Geology which does recruit Geology graduates. Advertisement for employment entrances do come out in the newspapers, so look out for them and apply accordingly. Once you clear the entrances you can secure a good government job. All the best.

No, there is no such quota. However, if you are a single girl child there are some benefits. GGSC has the same reservation system like any other institution based on General, OBC, SC, ST category.

It would been better for you if you could manage to get 6 band minimum. Anyway, you can try for New Zealand. You can check out any of the pathways programmes for universities. In New Zealand, most universities have a Pathways programme for people who do not meet the English requirements this means you study at a university affiliated programme to get your English to standard and then move seamlessly into the university. Check out University of Canterbury in Christchurch, New Zealand or AUT in Auckland, New Zealand. Or else you can retake the examination next time with better preparation.
