It will be difficult for international students on student visa, since your visa is entitled for one college or programme only. Also, it is not a common practice of pursuing two degrees together, unless it is a double degree. If finance and time is not a problem, you may seek a part time course along with your full time. However, it will still require a different study visa. The law won't allow you to do so.
