Punjab Agriculture University is one of the oldest educational institutions that was established in the year 1962. It has been good in terms of agriculture related studies. Also, has won several awards and prizes for the same. However , I am not sure if it also offers any course in journalism and mass communication. As it is not available on their official website too. Yes, you can definitely give MAH-CET and apply through All India category. The cut-off for All India category in SIMSREE as per 2017 was 99.95 percentile.

You can not directly apply for the Bachelor of architecture course after the Diploma course in civil engineering. You have one chance to get admission in B.Arch offering colleges. That is, you can apply for the entrance exams like JEE after completion of your Diploma. After securing a decent rank in the same, you will get admission for the B.Arch course in the NIT's or in the private universities. Also, if you score a decent total in the JEE exam, you will get admission in the IITs for a Bachelor course in architecture.

I would suggest Lakme Institute as they have courses in advance Diploma in hair and skin. Both the courses are 17-week courses. The fee structure of both the courses is rupees 90,000 and rupees 70, 00 respectively. They offer a loan assistance for the course and a job guarantee at the end of the course.
