Very frankly speaking. 46 percentile is a very low score for the MAT exam. If you just want to do MBA then you can opt for colleges where they take direct admission. I'm sure there are plenty of them. You won't even require your MAT score card there. But if you are willing to take admission in a good MBA college where you can get a better placement. Then I would suggest you take a year and start preparing for management exams such as CAT CMAT XAT GMAT MAT etc.

No, you are not eligible for VIT Chennai with a MAT score of 521 as this score compiles to around 44-45 percentile. And the MAT cutoff for VIT Chennai is 80+ percentile.

Arun Sharma's book for Quantitative Aptitude is more than enough if you want to apply for IBPS PO exams. The syllabus for the quant section in IBPS PO is quite similar to the CAT exam quant section. The level of CAT is a little bit higher than IBPS PO so in the quant section, even if you've completed 80% of that book then You'll easily score good marks on the IBPS PO exam.
