Dear Atharv,
You should opt for automobile engineering, if you wish to get into car designing.
A few schools offer 4-year bachelor's degree programs in transportation design, and some have programs in industrial design with a transportation design concentration. Typical coursework includes design fundamentals, 2-D and 3-D drawing skills, car technology, research skills development, model-making, and computer aided drafting or CAD.

You can try for Jadavpur University, a very good institution for language study. And if I talk about colleges in proper Kolkata, I would say St. Xavier's College (autonomous), Scottish Church College and Presidency College. These are the premium institutes.
hope this helps.
