Which one is 'Best' is for you to decide.You may compare few colleges such as NIET, GNIT, ITS and IEC on the basis of whether they offer AICTE approved degree programs, faculty's academic experience, industry interface ratio(seminars,workshops organized),placements and infrastructure to make an informed choice.

No, you cannot. BPP is only meant for purusing BA, B.Com, BSW and BTS and few other programme (Diploma and Certificate) for those who have not completed hteir 10+2 and valid for programme from IGNOU only.
It does not matter whether you complete degree from IGNOU or Calcutta University as both are UGC approved institution. Yes, after completing your bachelor's degree from IGNOU, you can complete your masters from Calcutta University

Sometime, for job reputation of a university definitely matters. CV Raman is although a private but recongnized university. However it is not the reputed university. If you are looking for a job in good IT companies, you may not get it but you may try with smaller IT companies.
