I would like you to know that a scholarship is granted to a students on the basis of his complete candidature and not on the basis of only 1 exam. Universities grant scholarships to students who have excellent academic scores along with competition cracking test scores in the GRE(1400+) and in the TOEFL(105+). They also consider the student's career goals while granting scholarship.
There are basically 2 types of scholarships:
1) Internal Scholarships: Scholarships that are granted to the student by the university.
2) External Scholarships: Scholarships that are granted to students via sponsors outside the university.
In the case of internal scholarships, they are granted on the basis of the student's candidature and profile. There is no seperate application required for scholarship. A student is considered for scholarship on the basis of his admission application.
In the case of external scholarships, the scholarship sponsor has a set of criteria they use to select the winners from among the qualified applicants. They key to win such a scholarship is to identify the sponsor's criteria and tailor your application to those criteria. There is a seperate application required for this.
