If you are working then go with part-time. If you are a fresher then don't go with part-time for an MBA as it won't give you any help. For specializations there are lots of specializations depending on your favourite & purpose you can choose a few of them are -

The basic eligibility for pursuing M.A. Public Administration is that the student should have cleared their graduation. The graduation should have been done from a UGC recognised college. The student should also have obtained the minimum marks required as mentioned by the university. Different universities and colleges keep different criterion. Generally, the minimum marks asked are 45% or an equivalent CGPA.

Selection Process:
The selection will be made based on B.Ed CET exam scores and counseling process.

You can look for Bachelor of Engineering (Chemical Engineering) programs abroad. Now, abroad is a very generic term. You also have to choose the university, the country etc. Accordingly you must prepare since the entry requirements are also different. Depending on where you want to study you must take SAT or ACT, TOEFL or IELTS or any other assessment test. Some countries like Germany etc. May require knowledge of it's local language like German.
