No, it is different course in specialization basically in specialization you get particular stream that you have to follow but in CSE without specialization you can proceed to all the stream available in CSE like machine learning, Artificial Intelligence, Software Engineer, Data Scientist, Data Analyzer and many more.

It is not possible to enroll yourself to B.Com course in any university until you have cleared all your subjects from your 12th exams. 12th exams stay as the basis for the admission procedure for further admissions.
