The University of Niagara Falls is a Designated Learning Institution. So, yes after completing studies in certain eligibile programs, international students can surely apply for a Post Graduate Work Permit (PGWP).
The students are required to apply for it within 180 days of getting their degree from UNF. Also, international students should not have violated the terms of their Canadian Study Permit.

No, it will be a really difficult task to get into the University of Niagara Falls if you have a GPA of only 2.5. For PG programs at UNF Canada, international students would require a GPA of 3.0 on a 4.0 scale minimum.
