To be eligible to sit for SSC Exam conducted by UPSC (Union Public Service Commission) every year, one must have passed a level of education that is kept mandatory as per the rules.

The eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research publications for the Ph.D programs. Some also require work experience of a couple of years.
So, as per your query, I would suggest you to:
1. Shortlist the universities where you wish to apply.
2. Once shortlisted you may then contact the admission department of these universities to know the exact eligibility criteria for admission.
