Absolutely you can take admission in PGDM healthcare management even after passing your graduation from commerce stream. You can choose whatever option you please and for your second query, it is not like that MBA is more valued than PGDM. You degree should be valid and AICTE recognized. Both have the same value. There is no harm in applying for the job. But there is no possibility for selection because the entry level job at the big airlines industries are very lesser (and that too for BBA). What you can do is to apply for different job designation in airlines which fits your profile. This may increase the Probability of selection. Good Luck.

If you are looking for TSICET, then minimum Bachelor degree should be 50% of marks and then you give exam and you have to get minimum of 25% of the total marks in the test. That is, they should obtain 50 marks out of 200.
