IELTS is a course for assessing your command over English. This test is taken to prove your suitablity to take up mostly a post graduation/graduation course in a foreign country where the medium of instruction for your courses would be English. This test is required to be taken by students who are not from Majority English Speaking countries. Mostly the concept is that you get your IELTS scored, then get admitted to the main course of study. Whether you complete the course or not. i dont think that has relevance to what you paid towards IELTS exam fee / preparation course fee.
