This is a person-specific comparison and aligns with the priority that one has set. If you believe that the US market is your thing and you want to do it from a good institution like Temple University and have adequate funds then definitely the USA is the better option here. If you are low on your budget and just have to get done with MBA locally which will by the way land you on a less paying job then choose CU.
