The industry prefers full time engineering degrees more then correspondence or part time programs. They also do give more weight-age to a degree from a private institute then to the open university.
Being a diploma holder in mechanical engineering you can apply for fresher jobs in Dubai. Mechanical Engineers could work in many industries including private or public sector industries of various types. You can seek employment in government departments like Posts and Telegraphs, Defense, PWD, and CPWD. Other departments such as aeronautical, agricultural, automobile, chemical, and power plants, as well as the railways, need mechanical engineers to design and maintain their machinery. Mechanical Engineers also mostly required in automobile, chemical, electronics, steel plants, oil exploration and refining, technical wings of armed forces, space research organisation, etc. You can also consider AMIE. The Institution of Engineers (India) conducts an examination that qualifies a candidate as an Associate Member of the Institute of Engineers (India). This offers recourse to those who have not been able to pursue a regular engineering course. The AMIE (I) is considered on par with B.E / B.Tech degrees for competitive exams like the Civil Services, Engineering Services, GATE, and for placement in government, the public and private sectors. This will open your options for job opportunities.

To pursue MS overseas you need to take the GRE and a test in English fluency. The Graduate Record Examination, GRE, is a standardized test, which includes the admission requirement for the graduate schools in the United States principally, and some other English speaking countries. This exam primarily focuses on testing the abstract thinking skills of the students. The areas that are covered include vocabulary, math and analytical writing. During the process of graduate school admissions, the emphasis level upon the GRE scores varies between schools. With a good GRE score you can also try for scholarships. After a GRE and TOEFL, you can use the scores to apply for admission to MTech, MS courses in subject of your choice. Funding criteria depends on country to country and college to college. However, you will be required to show proof of funds available and sound funding to go anywhere abroad. You must also prove that sufficient funds are or will be available from an identified and reliable financial source to defray all living and school expenses during the entire period of anticipated study. Specifically, applicants must prove they have enough readily available funds to meet all expenses for the first year of study, and that adequate funds will be available for each subsequent year of study. The proof of funding could also be in the form of documents showing approval of loan from a recognized bank as many students do go in for a student loan in case own funds are not available.

As suggested by Suni above, I would surely advice you to go ahead with a post-graduate in Hotel Management. You can either choose to do a post-graduate program, post-graduate diploma or an MBA in Hotel Management. No, there is no work experience required for the same. You just need to be a graduate in order to pursue a post-graduate in Hotel management. There are many good institutes offering the same. Some of the famous ones offering good placements and packages are INLEAD, Gurgaon, Amity etc. The Hotel Management field opens good avenues for International Placements. So, if that's what you're looking to do, I would give the edge to INLEAD since its known to provide 100 percent placements to its students with International placements for its Hotel management and Business management course.
