This depends upon the candidate, every candidate has to maintain 75% attendance, everyone has to maintain decorum in the institute, do assignments, maintain CGPA for good placements, do some quality projects to demonstrate their skills, you have to do presentations.

Yes,  there are various scholarships like EWS scholarship, merit-based scholarship, private test-based scholarship, etc which easily pay you around INR 1.25-1.5 lac. There is no change in fee based on category at least in B.Tech.
